Position Overview:

The Human Resources Manager advances the Mission & Values of Community Human Services (CHS) by building, fostering, and inspiring excellence in the Agency’s ability to:

Key Responsibilities:

  • Consistently recruits for all CHS programs. Liaising and collaborating with supervisor to ensure the hiring of highest quality candidates.
  • Manages other Human Resources staff, offering guidance and coaching as needed.
  • Maintaining/overseeing a smooth onboarding process.
  • Oversees training of all new hires, as well as on-going trainings, learning and development for current employees, and ensuring employees are in compliance with required regulations.
  • Ensure adherence to federal, state, and local employment laws.
  • Oversees the maintenance of office personnel records to ensure compliance.
  • Training, counselling, and coaching staff regarding employee relations, appraisal processes, policy implementation, and integration of initiatives across departments.
  • Resolving conflicts through positive and professional mediation.
  • Conducting performance and wage reviews.
  • Oversees processes related to compensation, payroll, benefits, and safety.
  • Oversees the preparation and filing of accident & injury reports and worker’s comp cases.
  • Developing clear policies and ensuring policy awareness.
  • Creating and updating job descriptions.
  • Creating clear and concise reports pertaining to recruitment and retention data and maximizing and monitoring fiscal and other resources relating to this.
  • Maintaining and reporting on workplace health and safety compliance.
  • Handling workplace investigations, disciplinary, and termination procedures, including all related documentation required.
  • Maintaining employee and workplace privacy.
  • Handling of unemployment claims and attending hearings when required.
  • Build and foster strategies and metrics to strengthen diversity, equity, and a culture of inclusion.

Knowledge, Skills & Abilities:

  • Exceptional leadership skills in an organization related to healthcare, social services, or similar in size, scope, and scale of impact as CHS.
  • Extensive HR expertise and knowledge, to include employment laws, as well as health and safety laws.
  • Interpersonal skills including the ability to motivate, negotiate, educate, and influence.
  • Excellent communication skills across multiple disciplines, including verbal and written.
  • Conflict resolution, facilitation, workplace investigations, and mediation skills used with small and large groups to maintain and improve employee relations.
  • Competency in Microsoft applications including Word, Excel, Outlook.


A Bachelor’s Degree in Human Resources OR current SHRM certification. At least five years’ experience in related field in an organizational leadership role is preferred.

Position Physical Demands:

The Human Resources Manager will be called upon to engage in physical activity related to general office work, including the capacity to lift up to 15lbs and stand or sit for extended periods.
