The mission of Healthy Start is to improve maternal and child health and to reduce poor birth outcomes and infant mortality in Allegheny County. 

Overview:

This is an advanced-level leadership position contributing to the successful implementation and growth of maternal and child initiatives across the organization. As a member of the leadership team, the Program Director provides oversite to our Doula and Healthy Start Center for Urban Breastfeeding Programs, as well as other emerging maternal and child health programs/initiatives. The Director of MCH Programs is primarily responsible for the following:

Program Management and Strategy

  • Oversee our flagship maternal and child health programs and initiatives; bring together important stakeholders and help drive decisions.
  • Oversee management of programmatic resources allocated to maternal and child health programs—including staff, budget, and program activities.
  • Propose the creation of new systems and processes to streamline operations.
  • Help to position Healthy Start as a regional leader in maternal and child health, through innovative program delivery, partnering and meaningful community engagement.
  • Drive alignment and connection with local, state and national initiatives.
  • Ensure that programming is closely connected and responsive to local community needs.
  • Develop growth and sustainability models.

Data Analysis, Management and Tracking

  • Research, perform benchmarking, analyze data, and make recommendations.
  • Identify and ensure delivery on key program outcome, productivity and performance metrics across programs. 

Staff Management

  • Support the development of staff recruitment and retention plans.
  • Manage program staff, consultants, interns, etc.
  • Support hiring processes as needed.

Skills and Knowledge Required:

  • Passion, energy and drive.
  • Strong program management skills including ability to identify and manage multiple projects and priorities, work under pressure and meet strict deadlines.
  • Knowledge of the competencies and scope of practice for birth and postpartum doulas and lactation support professionals.
  • Ability to provide education and direct support to program participants and their supports (partners, other family members, medical providers, etc.)
  • Knowledge of prevention strategies, needs and risk assessment, and family systems.
  • Understanding of community and service delivery systems.
  • Ability to work with multi-cultural participants/agencies.
  • Understanding of the tenets of public health and health disparities.
  • Attention to detail.
  • Excellent organizational, interpersonal, communication (written and verbal), and analytical skills. 
  • Ability to engage and communicate with stakeholders at all levels.
  • Must be able to prioritize and multi-task while working in a fast-paced environment.
  • Commitment to developing an understanding of the Healthy Start model.
  • Ability to follow instructions, take direction from management and comply with the boundaries of the established policies and procedures, while embracing the importance of contributing new ideas.
  • Strong computer literacy (Microsoft Professional Office, Access) and understanding of basic data analytics.
  • Ability to travel within Allegheny County, with occasional national travel.
  • Commitment to protecting the confidentiality of employee and agency information.
  • Professional demeanor is required as you will interact with persons at all levels within the organization, outside of the organization and community.
  • Must possess a valid unrestricted Pennsylvania Driver’s License and current and valid unrestricted automobile insurance and be listed as an insured driver.
  • Personal transportation with employee listed as an insured driver on the vehicle used for work.

Qualifications of Position:

  • Lived experience and/or experience with the Healthy Start population preferred
  • Advanced training in management, human services, social work or public health training preferred
  • 5+ years’ project management/executive level experience, or combination of education and experience
  • Understanding of the current and historical context of birth work and support for Black women and within the Black community
  • Impeccable managerial and interpersonal skills
  • Proven track record of effectively interacting with senior management
  • Ability to work strategically and collaboratively with internal and external stakeholders
  • Deep understanding of Healthy Start mission, strategic plan, and local/regional/national MCH landscape
  • High level of cultural competence and humility in working with the target population
  • Effective, versatile and action-oriented
  • Excellent communication skills

Preferred candidates will also have experience in providing birth or lactation support. Must have demonstrated supervisory experience. Administrative and/or project management experience/skills required. Must be proficient in Microsoft Word, Excel and Outlook.

  • Act 33/34 and FBI clearances are required

 Supervisory Relationship:

This position works under the direction of the Chief Executive Officer.

Compensation:

The starting salary for this position is $65,000-$70,000 annually. This is an exempt position.
