Responsible for managing eiNetwork’s operations-wide financial and administrative functions. Oversees all financial planning, reporting, banking, investing, accounts payable and receivable, and internal control systems and processes. Manages eiNetwork’s annual funding applications and external financial audit. Presents financial reports to the Board of Directors. Provides leadership and planning for all administrative tasks related to human resources, benefits administration, customer and vendor communications, compliance, and contract management. Supervises full- and part-time staff and administrative consultants.  


  • Reports to the eiNetwork Executive Director 
  • Supervises the eiNetwork Office Manager 


- Financial planning and reporting: 

  • Prepare the annual Operating Budget 
  • Prepare multi-year Replacement Program budget models 
  • Analyze reserves, program balances for capital purchase planning 
  • Prepare and present monthly Operating Statements for management and Board 
  • Develop and maintain an ongoing Operations Forecast throughout the year for management and Board 
  • Proactively monitor and report on budget vs. actuals throughout year 
  • Analyze service delivery design options for cost effectiveness 

- Manage annual Regional Asset District and E-Rate funding applications 

- External Financial Audit management: 

  • Liaise between external auditors, Board Audit Committee, and eiNetwork personnel 
  • Prepare and/or validate all information provided to external auditors 
  • Review and edit draft financial statements form auditors 
  • Develop, monitor and maintain internal control systems 

- Banking and investment management: 

  • Oversee monthly reconciliations for all deposit and investment accounts 
  • Manage bank balances and account structures to minimize deposit insurance exposure 
  • Develop and maintain investment policies 
  • Maintain relationships with representatives at all banking institutions 

- Oversee all accounts payable, accounts receivable, and payroll transactions 

- Review and negotiate all legal contracts with customers, vendors, and other stakeholders 

- Maintain all organizational insurance policies 

- Human resources: 

  • Oversee the administration of all eiNetwork employee benefits programs 
  • Maintain compliance with all local, state, and federal employment policies 
  • Support the Executive Director in evaluating and planning staff compensation policies  

- Board Support: 

  • Prepare and/or validate all information provided to Board 
  • Develop and maintain annual Board calendar 
  • Provide administrative support to the Board as necessary 

- Prepare reports, tools, and presentations for customer communications 

- Other duties as assigned
