The Foundation of HOPE is seeking a dynamic, compassionate individual to lead its Pre-Release Program in the Allegheny County Jail (ACJ). The Director leads by example, modeling integrity, cooperation, and spiritual maturity. The Director is a well-organized administrator and effective supervisor of staff and volunteers. The Director serves as an ambassador for the inmates, the Jail, and the Foundation of HOPE in the wider community.

 Essential Duties and Responsibilities:

  •  Serve as the key representative of the HOPE Pre-Release Program to the ACJ administration, the Foundation of HOPE, and the wider community
  • Carry out the day-to-day operations of the HOPE Pre-Release Program in Allegheny County Jail within the policy and procedures established by the Warden and ACJ administration
  • Provide collaborative leadership for the Pre-Release Program including goal setting and establishing strategic direction within the program in collaboration with the Foundation of HOPE’s Executive Director. This includes regular monitoring and evaluation of the program to develop more effective methods as needed
  • Supervise staff, interns, and volunteers
  • Oversee program participation including interviewing, orientations, and managing the needs of program participants including their release preparedness and conflict resolution
  • Coordinate recruitment, selection, and retention of competent volunteers, administrative, and support personnel
  • Work with the HOPE’s Volunteer Coordinator on creating, implementing, and facilitating regular training for Pre-Release volunteers
  • Choose and update curriculum for programs; teach and monitor classes; and facilitate support groups
  • Monitor spiritual health and provide interfaith pastoral care to program participants, staff, and volunteers
  • Educate the community on jail ministry, social justice, incarceration issues, and re-entry support
  • Develop and maintain relationships with jail administration, officers, community services, and faith communities
  • Create and maintain timely and effective publicity and communications with all connected parties
  • Create and lead team building, appreciation, and other staff and volunteer events
  • Oversee the administrative functions of the Program:
  • Create & manage a budget, track & report financial information, and maintain contract with the county
  • Maintain accurate & organized program files and data
  • Oversee ordering and purchasing of all programmatic and office needs
  • Keep an organized office, supply area, and program space
  • Evaluate operations and recommend to Executive Director and the Board methods of improving operational efficiency and cost-effectiveness


  • Be accountable not only to the Executive Director at the Foundation of HOPE but also to the Warden (or his/her designee) at the Allegheny County Jail
  • Comply with Foundation of HOPE standards, exemplifying the values of the program and its mission
  • Set a tone of excellence and atmosphere of quality in all services and programs and stress the importance of courtesy, respect, and understanding in interacting with clients
  • Maintain confidentiality in all aspects of participant, staff, volunteer, and agency information
  • Maintain professionalism in communications, personal interactions, and dress attire
  • Exhibit cultural competency and create a welcoming and inclusive environment for all religious worldviews and backgrounds
  • Be adept in working in a fast-paced environment
  • Be comfortable working in a correctional/hierarchical setting
  •  Attend all necessary trainings including initial security training.
  • Actively participate in individual and/or group supervision and staff meetings
  • Attend and participate in all required and other professional trainings
  • Independently seek out resources and learning opportunities to foster ongoing professional growth
  • Maintain flexibility and creativity in working a non-traditional schedule if necessary to accommodate the needs of the program
  • Pass all necessary clearances

Other Duties:

  •  Support Foundation of HOPE in grant-writing, fundraising, development, strategic planning, and recruitment
  •  Represent the Executive Director and/or the Board in external meetings or relationships as requested
  • Assist other departments within Foundation of HOPE as needed, including but not limited to retreats, appreciation events, trainings, special services, etc. 

Knowledge, Skills, and Abilities

  • Proficiency with computers and programs (including Word, Excel, PowerPoint, email, internet)
  • Knowledge of principles and practices of organization, planning, records management, and general administration
  • Excellent analytical and problem‐solving skills
  • Excellent interpersonal skills – exhibits compassion, flexibility, and understanding
  • Excellent communication, both written and verbal
  • Experience in conflict mediation and crisis management
  • Ability to respond to common inquiries or complaints from consumers, regulatory agencies, or members of the business community
  • Ability to write speeches and articles for presentation and publication that conform to prescribed styles and formats
  • Ability to effectively present information to top management, public groups, and/or governing bodies
  • Ability to read, analyze, and interpret financial reports, and legal documents
  • Ability or willingness to learn to operate standard office equipment, including but not limited to, computers, telephone systems, scanners, copiers, and fax machines                

Essential Qualifications:


  • Advanced Degree in Human Services, Theology, or related discipline preferred
  • Bachelors with relevant experience considered


  • Must be well acquainted with correctional ministry, pre-release services, and after-care. Three years related work experience preferred.


  • State Police/FBI per state regulations; Act 33/34 Clearances

Must possess a valid State Identification.

A three-month probationary period will be expected according to Foundation of HOPE policy.

Salary Range: $50,000-$60,000 commensurate with experience
